Beckett was once asked "what is this whole thing about?" and he answered "Its all symbiosis." They are codependent on each other and in a way they sort of complete one another, each makes up for what the other lacks. For example when they first mention parting, by way of suicide, they decide not to because the other would be lonely if only one of them were successful. And it is "safer" not to part. Which also plays into the theme of inaction exhibited by both characters.
This goes back to how Vladimir and Estragon are like a married couple and really how their relationship works. There are two reasons why they are always suggesting to to part one could be because the charatistics of their relationships are similar to those of a married couple, they have been together for so long that thir friendship has grown so strong that they truely care about each other and need each other. Basically meaning, that yes they might threaten to leave each other, but in the end they never will because they would be lost without each other. I believe that they can become annoyed with each oher but they could never desert one another. Another reason they might always suggest leaving each other is just because they are bored and are just trying to make their time interesting while waiting.
Vladimir and Estragon stay together even though they always suggest leaving each other beacuae they need eachother and they are dependent on eachother.
