Estragon and Vladimir are very old men and tend to forget often. Another example of this is when Vladimir starts to sing about a dog getting beaten and he starts to forget the lyrics despite singing them a minute before.
I think Estragon's forgetfulness has more to do with the dependent relationship between Vladimir and Estragon. Although they are both forgetful, Estragon is much more forgetful. They are dependent of each other and as Estragon constantly forgets, Vladimir is there to remind him.
To add on to what they said.. I don't officially know but I'm gonna try to make an educated guess. Furthering what Naedjie said-- I think it also has to do with time progression. As time goes on, and we get older, we become more forgetful. And the time for Estragon and Vladmir is running out. Estragon seems to forget more than Vladmir because Vladmir is more intelligent than Estragon. But both of their time is running out-- they don't have much time left and as you have read they haven't really done anything really substantial with their lives. Which is why one of the main themes of the play is that we must use our time wisely, and the actions we commit while we are here are what is important. Because life is short and we only have but so much time before we die.. And then who will remember what who we were and what we did then? No one if we don't do anything with our lives.
There is no definite answer as to why Gogo had forgotten everything that had happened in Act I by the time they met again in Act II. One can say it could have been because may be they felt there was nothing worth remembering. Another possibility is that they have been waiting for Godot for so long that everyday seemed the same to them.
