Is Godot a minister, Priest, prophet or just a regular man?

Godot's character is more of a symbol. He represents hope for Estragon and Vladimir. We do not know much about what he does or his personality. Some researchers even suggest that Godot could be a distorted version of God. He is not true to his words (like promising to come to Estragon and Vladimir the next day). If you want more on this, I found my answer at: http://www.literaryjewels.com/2007/08/who-is-godot-in-waiting-for-godot.html

It is uncertain as to what or who exactly Godot is. Many critics argue that Godot is a type of God. However this is a common misconception. Many people assume that Godot is God because of the wordplay being the first three letters of his name. Beckett claims: "If by Godot I had meant God I would have said God, and not Godot..." refuting popular belief. In my opinion, I see Godot as simply something, something that they are waiting to happen. Also Godot may be a symbol of hope--- Estragon and Vladimir are waiting for hope; hope that will allow them to escape the life they lead; to escape their mundane and quotidian lifestyle.

Godot is what you would call an "unseen character," meaning a character that is only talked about my other characters and may perhaps carry influence on the course of events in a story.
