We do not know what Gadot's intentions were. We will never know if Gadot meant to come or never wanted to come. But Gadot never comes despite promising to come the next day. However Estragon and Vladimir remain loyal to Gadot. Even when one wants to leave, they persist in staying because they hope for a better future.
I feel that the fact of whether he comes or not is irrelevant. I think Beckett was trying to stress the fact that our actions in life are what add meaning and purpose... waiting, talking, sleeping., arguing, eating, taking off boots, adjusting your hat. In simple terms he was trying to say life is what YOU make of it. Godot is just placed there to give a since of false hope, that keeps you going in life.
Godot as long as we know could only be some sort of symbol. The fact that they are waiting is what the author is trying to say to us that sometimes we look forward to things that we are not sure are coming and to have hope in the unknown is what makes life worthwhile for us.
I think that perhaps Godot was intending on coming to tell Vladimir and Estragon what ever it was he was going to tell them. If he was not going to come why would he have sent the little boy to say he was going to come. Maybe the message Godot tells them by not showing up is that they have something to live for even if it seems pointless, waiting is what they do to keep from killing themselves.
